An even more important indicator of prison policy is mortality in the prison system. As before, considering the concealment of such information by the prison service throughout all modulations of prison policy, we will refer to the data of the Council of Europe.
The correlation between funding and mortality in the prison system according to the Council of Europe is presented below (relative mortality figures).
The data presented above demonstrates that the more than substantial increase in funding for the prison system has not contributed to a reduction in deaths among prisoners, which further indicates the inefficiency and ineffectiveness of Ukrainian prison policy.
