
On 2 April 2026, high-level discussions took place examining the current state of relations between the CPT and the authorities of Azerbaijan, with a particular focus on how the CPT’s longstanding recommendations had been put into practice across law enforcement bodies, correctional facilities, and psychiatric institutions.
The parties also referred to the outcomes of the CPT’s periodic visit conducted in September and October 2025, the results of which had been formally conveyed to the Azerbaijani side in mid-March 2026.
During the meetings, the CPT delegation held discussions with Vilayat Eyvazov, the Minister of Internal Affairs, Toghrul Huseynov, Deputy Minister of Justice, and Nadir Zeynalov, Deputy Minister of Health, with senior representatives from each ministry also in attendance.
The CPT was represented by its President, Alan Mitchell, alongside Victor Zaharia, the CPT member for Moldova. They were joined by Therese Rytter, a former Second Vice-President of the CPT who had led the Committee’s 2025 visit to Azerbaijan, and Borys Wódz, Head of Division within the CPT Secretariat.
