
At the meeting, the CPT reviewed and approved the reports concerning its regular visit to Azerbaijan (September–October 2025) and its unscheduled visits to France (October 2025), Italy (September 2025), the Netherlands (October 2025), and the United Kingdom (December 2025). The relevant national authorities will now receive these reports.
The Committee further reviewed draft updated standards addressing immigration detention and social care institutions. Both sets of standards are expected to be formally adopted at the July 2026 plenary session.
The CPT also received verbal briefings on visits carried out since its November 2025 plenary meeting — covering Albania, Bulgaria, Germany, Kosovo* and Montenegro — along with summaries of high-level discussions recently held in Ireland (November 2025) and France (March 2026). Upcoming visits and planned high-level talks were likewise discussed.
Furthermore, Committee members took part in a training session on the use of force, delivered by HM Prison and Probation Service (England and Wales).
The schedule of periodic visits for 2027 was approved and will be made publicly available in due course.
The CPT extended a welcome to six newly appointed members: Muhammed Emin Boylu (Türkiye), Marrit de Vries (the Netherlands), Ronald Gramigna (Switzerland), Klavs Duus Kinnerup Hede (Denmark), Helen Konzett (Liechtenstein), and Gaëlle Taillé (France).
