Today, the Committee of Ministers of the Council of Europe adopted a historic decision — it approved the Convention on the Establishment of the International Claims Commission for Ukraine.
This Convention will lay the foundation for a future compensation mechanism for those affected by Russia’s war of aggression against Ukraine — another crucial step towards justice and accountability.
The signing ceremony will take place at a diplomatic conference in The Hague on 15–16 December 2025.
Earlier this week, during the debate in the European Parliament, important messages of support for Ukraine were also voiced. European institutions reaffirmed: Russia must compensate for the damage caused by its criminal invasion, and the EU stands ready to use all available legal and financial tools — from frozen assets to dedicated compensation mechanisms.
Together, the decision of the Council of Europe and the position of the European Parliament form a united European stance — justice, reparation, and accountability for Russia’s aggression.
The Permanent Representation of Ukraine to the Council of Europe highly values the support of all member states, the Secretary General, and the Parliamentary Assembly, who, together with Ukraine, continue to build the architecture of international accountability.
