
Ombudsman Dmytro Lubinets urgently appealed to the International Committee of the Red Cross and the UN, as well as Ukrainian law enforcement agencies, due to the publication of a photo allegedly of a Ukrainian prisoner of war who was mutilated and killed by the occupiers.
Direct speech: “Aphoto has been posted online, allegedly with the body of a Ukrainian prisoner whose head and limbs were cut off by the Russians. This is not just a violation of the Geneva Convention relative to the Treatment of Prisoners of War, it is the behaviour of inhumans! I would like to point out that according to international humanitarian law, no prisoner of war may be subjected to physical injury, violence or murder.”
Details: Dmytro Lubinets urgently appealed to the ICRC and the UN to record another human rights violation by the terrorist country, as well as to Ukrainian law enforcement agencies to verify the identity of the killed prisoner and the fact of this crime.
The Ombudsperson reminded that prisoners of war are in the hands of the enemy state, and it is the latter that is responsible for their treatment, meaning that the responsibility for killing and maiming lies not only with Russian soldiers, but with the Russian Federation itself.
He also expressed the opinion that by distributing such photos and videos on social media and taking such actions, Russia wants to intimidate Ukrainians, both civilians and military.
