Today, as if by inertia, everyone who wants to raise the banner of reforming Ukraine’s penitentiary system loudly says that it is necessary to “forget everything Soviet” and completely “reformat” the penitentiary system, and with it, the thinking of people, to European values.

It’s not that it’s hard to argue with this – it’s impossible. No prison system in any country has destroyed people for as long, systematically and brutally as the Soviet prison system did in the known historical periods.

However, the recipe for a radical change in people’s minds and systemic prosocial change in the penitentiary system is well thought out steps and balanced strategies, not slogans. Such systemic changes are not immediate and require coordinated efforts of the whole society.

Today, Ivan Shtanko has gone to be with the Lord,

A Man who stood at the origins of reforming the penitentiary system of Ukraine.

A Man who can be talked about a lot as one of the main founders of penitentiary reform in Ukraine, the fruits of which we are seeing and using today in our joint efforts to transform the penitentiary system of Ukraine into an open, transparent social organisation that fulfils its tasks of protecting society and rehabilitating people who have stumbled and made mistakes in their lives.

General Ivan Shtanko has come a long and difficult way in life and professional life, creating a solid foundation on which the modern penitentiary system of our country, which today can rightly be called European, stands.
