
During the meeting, the CPT examined and adopted the reports on visits to Türkiye (March 2025), Liechtenstein (April 2025), Spain (April-May 2025), Romania (April-May 2025), Belgium (May 2025), Ukraine (May-June 2025), Republic of Moldova (June 2025), and the United Kingdom (Scotland) (June 2025). These reports will be communicated to the national authorities and published as soon as possible.
During its week-long session, the Committee also adopted an updated and consolidated version of its standards on healthcare in prison. The document will be published soon.
In addition, exchanges were held on recent visits to Italy (September 2025), Azerbaijan (October 2025), the Netherlands (October 2025), and France (October 2025) and the responses by member states to recent visit reports were examined.
The CPT also held an exchange on the impact of climate change on places of deprivation of liberty during which it heard a presentation by the French non-profit organisation “Notre Affaire à Tous” on the study “Double punishment: climate and environmental risks in French prisons”.
To close, the Committee bid farewell to ten members whose terms will expire in December, Vincent Delbos, in respect of France, Gergely Fliegauf, in respect of Hungary, Nico Hirsch, in respect of Luxembourg, Alexander Minchev, in respect of Bulgaria, Ömer Müslümanoğlu, in respect of Türkiye, Judith Öhri, in respect of Liechtenstein, Therese Maria Rytter, in respect of Denmark, Tinatin Uplisashvili, in respect of Georgia, Chila Van Der Bas, in respect of the Netherlands, and Hans Wolff, in respect of Switzerland. The Committee would like to express its gratitude for their years of hard work and dedication.
