
Three California prisoners with alleged ties to organized crime are suspected of killing an Aryan Brotherhood member at Salinas Valley State Prison.
Todd “Fox” Morgan, 57, of Santa Clara County, was fatally attacked with improvised weapons by Todd Givens, 56, Ray Waldron, 51, and Robert England, 61, on a prison yard shortly before 10 a.m. Thursday, according to the California Department of Corrections and Rehabilitation. All three suspects have been moved to restrictive housing pending investigation.
Morgan’s Criminal History
Morgan was serving concurrent state and federal sentences at the time of his death. His state convictions included robbery, burglary, drug offenses, gun possession, and enhancements under California’s Three Strikes Law. Additionally, he was serving a 21-year federal sentence related to operating a large-scale prison drug ring.
The federal case stemmed from a 2020 indictment targeting the Aryan Brotherhood, the Fresno-based Fresnecks gang, and other white supremacist groups. Investigators seized communications from contraband cellphones revealing Morgan’s coordination of drug trafficking both inside and outside prison walls. He allegedly ran the operation alongside fellow Salinas Valley inmate Kenneth Bash; both men later pleaded guilty.
Morgan’s criminal record extends back decades. His robbery and burglary convictions originated from a 2000 incident in which he allegedly attacked a security guard after breaking into Santa Clara University. In 2009, he was convicted of assaulting another inmate at Salinas Valley. Five years later, the Salinas-based newspaper The Californian identified him as a suspect in a knife attack by four inmates that left one prisoner dead and another injured.
The Prison Drug Network
Court records reveal that Morgan’s drug operation coordinated multi-pound methamphetamine and heroin deals, including interstate transactions. The network also smuggled drugs into the prison through various methods—in one instance, an associate attempted to throw a drug-filled football over the prison wall.
The Suspects
The three men accused of Morgan’s murder each have significant criminal backgrounds:
Todd “Stomper” Givens, a former San Quentin death row inmate, is a suspected member of the Nazi Low Riders prison gang. He has been linked to previous prison violence, including the stabbing of a deceased Aryan Brotherhood hitman and slashing a prison guard’s face.
Ray Waldron, a suspected member of the Mongols Motorcycle Club, is serving time for a 2003 murder in San Diego.
Robert England was himself allegedly marked for death by the Aryan Brotherhood in 2023. Court filings from January 2024 indicate that prison officials in Sacramento intercepted a note purportedly written by Aryan Brotherhood member Pat Brady, emphasizing that England should be killed for “seeking to have other white inmates hit without a solid basis for doing so.”
Authorities have not released a suspected motive for Morgan’s killing. He had been scheduled to appear before a parole board in 2028.
Ongoing Federal Prosecutions
Since 2019, federal prosecutors in Northern California have charged dozens of Aryan Brotherhood members and associates across multiple racketeering indictments, including alleged gang leaders facing murder charges. Following two separate trials earlier this year, eight Aryan Brotherhood members were sentenced to federal prison for involvement in prison homicides and related crimes.
