
On 23 September 2025, the Penitentiary Academy of Ukraine hosted an online master class by Dmytro Yagunov entitled ‘Penitentiary Policy and the Mission of the Penitentiary System.’
The event focused on the modern vision of the penitentiary system.
Dmytro Yagunov is a well-known penitentiary scientist, member of the European Committee for the Prevention of Torture, and author of the monograph ‘Penitentiary Policy as a Component of Social Control’ (2025).
In his report, the expert presented:
- modern approaches to the development of penitentiary policy;
- international experience in countering criminal subculture;
- responses to the most pressing challenges facing Ukraine in wartime.
More than 170 participants took part in the master class: representatives of the Ministry of Justice of Ukraine, the Department for the Execution of Criminal Sentences (State Criminal-Executive Service of Ukraine), interregional administrations, and penal institutions. The event was also attended by scientists and teachers from higher education institutions, human rights organisations ‘ZMINA. Human Rights Centre’ and FREE ZONE, and other researchers.
The event was a continuation of a series of practical academic events aimed at strengthening scientific discourse and improving the effectiveness of the State Criminal Enforcement Service of Ukraine.
Such meetings are becoming a hallmark of the PAU Research Centre, which creates a space for the exchange of knowledge, ideas, and experience in the field of penitentiary science.
