Based on the example of European cities, we can come to a conclusion that the transformation of European urban spaces into panopticons does not solve the problem of crime, with Madrid and Ankara, on the one hand, and Moscow and St Petersburg, on the other, being the best examples.

The hypothesis is further supported by an analysis of crime rates and the number of surveillance cameras per unit area in European cities.

An additional conclusion concerns the nature and focus of social control in Russia.
