No. It has not been read carefully. In the Chamber I heard statements confirming this shortcoming. In reality it contains some notable novelties.
Which ones?
Starting with the possibility of executing the sentence in environments other than prison, such as communities for drug addicts. Then it is up to the magistrates to decide whether or not to send them there. I remember that prisoners are not put in prison by the government, but by the judges.
But haven’t you increased prisoners by increasing crimes, starting with rave parties?
Another mystification. For that new crime no one has ever been imprisoned. On the contrary. No more were organised, avoiding incidents that would have caused, those yes, more arrests.

But if we put together the possibility for drug addicts to go to other facilities, with that of returning foreign detainees to their own country, on which we are working night and day, together with the Farnesina, we can arrive at 15-20 thousand fewer detainees. So the overcrowding is solved.
